A03777 Memo:

NEW YORK STATE ASSEMBLY
MEMORANDUM IN SUPPORT OF LEGISLATION
submitted in accordance with Assembly Rule III, Sec 1(f)

BILL NUMBER: A3777

SPONSOR: Paulin
TITLE OF BILL: An act to amend the state finance law, in relation to making a technical correction to the designation of the animal shelter regulation fund   PURPOSE OR GENERAL IDEA OF BILL: The purpose of this bill is to make a technical change to the state finance law to ensure that funds collected pursuant to Article 26-c of the Agriculture and Markets Law are allocated to the animal shelter regulation fund.   SUMMARY OF PROVISIONS: Section 1 provides the correct reference to the "animal shelter regu- lation fund". Section 2 provides the effective date.   JUSTIFICATION: The intent of § 99-pp as added by Chapter 683 of the Laws of 2022 was to allocate all monies collected pursuant to Article 26-c of the Agricul- ture and Market law to the animal shelter regulation fund. Due to a technical oversight, the current law inadvertently requires any interest received by the Comptroller to be retained in the "pet dealer licensing fund" instead of the "animal shelter regulation fund." This legislation fixes this technical error.   PRIOR LEGISLATIVE HISTORY: This is a new bill.   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: Undetermined.   EFFECTIVE DATE: This act shall take effect immediately.
