  TITLE OF BILL: An act to amend the mental hygiene law, in relation to requiring the office of alcoholism and substance abuse services to maintain a directo- ry on their website   PURPOSE: This bill would require that the Office of Alcoholism and Substance Abuse Services add to their existing online database (the dashboard) or create a new database to allow a search for a wider variety of programs including OTP and MAT.   SUMMARY OF SPECIFIC PROVISIONS: Section 1 requires that OASAS maintain a database of searchable informa- tion of all providers and programs operated. This database would include the location of providers, contact information, services provided, special populations served, types of insurance accepted, availability of treatment beds, and any other information the commissioner deems neces- sary. Section 2 sets forth the effective date.   JUSTIFICATION: For many people throughout the state, substance use disorder services are both insufficient and difficult to access. By creating a public directory that is easy to navigate, those seeking substance use disorder services will have an easier time finding treatment and services that meet their needs.   LEGISLATIVE HISTORY: This is a new bill.   FISCAL IMPLICATIONS: Undetermined.   EFFECTIVE DATE: This bill shall take effect within 180 of enactment, provided, however, that the office of alcoholism and substance abuse services may issue any regulations relevant for the implementation of this act.

        AN ACT to amend the mental hygiene law, in  relation  to  requiring  the
          office of alcoholism and substance abuse services to maintain a direc-
          tory on their website

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. Section 19.09 of the  mental  hygiene  law  is  amended  by
     2  adding a new subdivision (k) to read as follows:
     3    (k)(1)  The  office shall maintain on its website a publicly available
     4  directory of all providers and programs operated, licensed, or certified
     5  by the office and shall be searchable by  the  information  required  by
     6  paragraph two of this subdivision.
     7    (2) The directory shall include the following information:
     8    (i) Location or locations of each provider or program;
     9    (ii) Contact information for each provider or program;
    10    (iii) Services offered by each provider or program at each location of
    11  such  provider or program if more than one, as well as which medications
    12  are available at any medication-assisted treatment provider;
    13    (iv) Special populations served;
    14    (v) Insurance accepted;
    15    (vi) Availability of beds and services; and
    16    (vii) Any other information the commissioner deems necessary.
    17    (3) The office may  utilize  an  existing  directory  to  satisfy  the
    18  requirements of this subdivision.
    19    § 2. This act shall take effect on the one hundred eightieth day after
    20  it  shall have become a law, provided, however, that the office of alco-
    21  holism and substance abuse services may promulgate rules and regulations
    22  as shall be necessary to implement this act.
