  TITLE OF BILL: An act to amend the public authorities law, in relation to authorizing the New York state energy research and development authority to adminis- ter a program to provide grants related to enabling fuel-switching   PURPOSE: This bill would authorize NYSERDA to establish and implement a Delivered Fuels Replacement Program to provide grants, loans and other support for residential homes to transition from delivered fuels heating to effi- cient electric heat pumps.   SUMMARY OF PROVISIONS: Section 1: Creates a new subdivision 27 to section 1854 of the public service law to authorize NYSERDA to establish and implement a Delivered Fuels Replacement Program to provide grants, loans and other support to transition delivered fuels residential homes to efficient electric heat pumps. Section 2: Effective Date   JUSTIFICATION: Approximately 1.8 million New York households use delivered fuels, including fuel oil and propane furnaces and water heaters. The residents of New York state consume more heating oil than any other state in the country. Transitioning homes on delivered fuels to electrified ones will yield significant economic, health and environmental benefits. 98% of New York households on delivered fuels would save money by elec- trifying space heating with the average household saving $1,451 per year, representing $3 billion in potential savings every year. Electrifying delivered fuel space heating is the highest impact residen- tial decarbonization action New York can take; doing so would eliminate 34-55% more carbon pollution than electrifying the same number of gas furnaces. This legislation will authorize NYSERDA to establish and implement a program focused on providing grants, loans and other support for resi- dential homes to transition from delivered fuels to efficient electric heat pumps.   LEGISLATIVE HISTORY: New Bill.   FISCAL IMPLICATIONS: TBD   EFFECTIVE DATE: Immediately.

        AN ACT to amend the public authorities law, in relation  to  authorizing
          the New York state energy research and development authority to admin-
          ister a program to provide grants related to enabling fuel-switching

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. Section 1854 of the public authorities law  is  amended  by
     2  adding a new subdivision 27 to read as follows:
     3    27. To administer a program, using funds provided for such purpose, to
     4  provide  grants,  loans or other services, based on standards and guide-
     5  lines established by the authority, for the costs  related  to  enabling
     6  fuel-switching  for  residences with propane or fuel-oil heating systems
     7  to efficient electric heat pumps, including but not  limited  to,  clean
     8  energy  measures, energy efficiency measures, resiliency measures, heat-
     9  ing and cooling, health and safety and other related energy improvements
    10  and expenses.
    11    § 2. This act shall take effect immediately.
