TITLE OF BILL:
An act to amend chapter 899 of the laws of 1984, relating to the
creation of a public benefit corporation to plan, develop, operate,
maintain and manage Roosevelt Island, relating to the management of such
corporation, in relation to not-for-profit grant distribution; to amend
a chapter of the laws of 2015, amending chapter 899 of the laws of 1984
relating to the creation of a public benefit corporation to plan, devel-
op, operate, maintain and manage Roosevelt Island, relating to the
management of such corporation, as proposed in legislative bills numbers
S.5813-B and A.7974-B, in relation to the effectiveness thereof; and to
repeal section 3 of a chapter of the laws of 2015, amending the public
authorities law, relating to the management of the Roosevelt Island
operating corporation, as proposed in legislative bills numbers S.5813-B
and A.7974-B relating to not-for-profit grant distribution
 
PURPOSE:
To provide an amendment in relation to chapter 517 of the laws of 2015.
 
SUMMARY OF PROVISIONS:
Clarifies that Roosevelt Island Operating Corporation can award grants
in a capped percentage of the overall RIOC operating budget to not-for-
profit corporations and provides for reporting requirements.
 
JUSTIFICATION:
This bill represents an amendment, as agreed upon by the Legislature and
Executive, that allowed for the signing of chapter 517 into law. Such
agreement was memorialized at the time of signing in Approval Memorandum
13 of 2015.

AN ACT to amend chapter 899 of the laws of 1984, relating to the
creation of a public benefit corporation to plan, develop, operate,
maintain and manage Roosevelt Island, relating to the management of
such corporation, in relation to not-for-profit grant distribution; to
amend a chapter of the laws of 2015, amending chapter 899 of the laws
of 1984 relating to the creation of a public benefit corporation to
plan, develop, operate, maintain and manage Roosevelt Island, relating
to the management of such corporation, as proposed in legislative
bills numbers S.5813-B and A.7974-B, in relation to the effectiveness
thereof; and to repeal section 3 of a chapter of the laws of 2015,
amending the public authorities law, relating to the management of the
Roosevelt Island operating corporation, as proposed in legislative
bills numbers S.5813-B and A.7974-B relating to not-for-profit grant
distribution
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Section 4-a of chapter 899 of the laws of 1984, relating to
2 the creation of a public benefit corporation to plan, develop, operate,
3 maintain and manage Roosevelt Island, as added by a chapter of the laws
4 of 2015, amending chapter 899 of the laws of 1984 relating to the
5 creation of a public benefit corporation to plan, develop, operate,
6 maintain and manage Roosevelt Island, relating to the management of such
7 corporation, as proposed in legislative bills numbers S.5813-B and
8 A.7974-B, is amended to read as follows:
9 § 4-a. Not-for-profit grant distribution. 1. The corporation is
10 authorized to provide financial assistance in the form of grants to
11 not-for-profit corporations [or governmental agencies] that provide
12 direct services or benefits to the residents of Roosevelt Island, the
13 totality of such grants not to exceed 3% per annum of the operating
14 budget of the corporation, and upon the approval of a majority of the
15 entire board of the corporation.

1 2. [On or before May 1, 2016] Annually, within ninety days after the
2 end of the fiscal year of the corporation, the corporation shall post a
3 report on its website that shall list and [describe the purpose of each
4 grant issued between 2010 and 2015. Such report shall also describe the
5 resulting public benefit of each grant] identify each grant recipient in
6 such fiscal year, the amount provided to each recipient, and a general
7 description of the public benefit of each grant.
8 § 2. Section 4 of a chapter of the laws of 2015, amending chapter 899
9 of the laws of 1984 relating to the creation of a public benefit corpo-
10 ration to plan, develop, operate, maintain and manage Roosevelt Island,
11 relating to the management of such corporation, as proposed in legisla-
12 tive bills numbers S.5813-B and A.7974-B, is amended to read as follows:
13 § 4. This act shall take effect immediately [and shall expire and be
14 deemed repealed December 31, 2016; provided, however, section three of
15 this act shall take effect on the same date and in the same manner as a
16 chapter of the laws of 2015, amending the public authorities law relat-
17 ing to the Roosevelt Island operating corporation, as proposed in legis-
18 lative bills numbers S.922A and A.7430A, takes effect].
19 § 3. Section 3 of a chapter of the laws of 2015, amending the public
20 authorities law, relating to the management of the Roosevelt Island
21 operating corporation, as proposed in legislative bills numbers S.5813-B
22 and A.7974-B, is REPEALED.
23 § 4. This act shall take effect immediately; provided, however, that
24 sections one and three of this act shall take effect on the same date
25 and in the same manner as a chapter of the laws of 2015, amending chap-
26 ter 899 of the laws of 1984 relating to the creation of a public benefit
27 corporation to plan, develop, operate, maintain and manage Roosevelt
28 Island, relating to the management of such corporation, as proposed in
29 legislative bills numbers S.5813-B and A.7974-B, takes effect.
