  TITLE OF BILL: An act to authorize the city of New York to discontin- ue the use as city parkland of Christopher Park in the borough of Manhattan and to convey the city's interest in the real property to the United States for park, monument, historic, or recreational purposes   PURPOSE: This bill will allow New York City to convey its interest in the city parkland of Christopher Park to the United States, so that the parkland may be operated and maintained by the National Park Service.   SUMMARY OF PROVISIONS: Section 1: Authorizes the city of New York to convey its interest in parkland of Christopher Park to the United States to be used for park, monument, historic, or recreational purposes, pursuant to terms and conditions agreed upon by the National Park Service and the city of New York. Section 2: Defines the metes and bounds of the parkland authorized to be conveyed by the city of New York to the United States pursuant to section one of this act. Section 3: Requires that the deed to parkland described in section one revert back to the city of New York if the parkland ceases to be used and maintained in accordance with the purposes, terms and conditions as described in section one of this act. Section 4: Establishes the effective date.   JUSTIFICATION: This bill will allow the city of New York to convey its interest in the city parkland of Christopher Park to the United States. The United States will be required to use the land for park, monument, historic or recreational purposes. If the land is not used for these purposes, the park will revert back to the city of New York.   LEGISLATIVE HISTORY: New bill.   FISCAL IMPLICATIONS: To be determined.   EFFECTIVE DATE: This act shall take effect immediately.

        AN ACT to authorize the city of New York to discontinue the use as  city
          parkland of Christopher Park in the borough of Manhattan and to convey
          the  city's  interest  in  the  real property to the United States for
          park, monument, historic, or recreational purposes

          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  The  city of New York, acting through the commissioner of
     2  parks and recreation of such city, is hereby authorized  to  discontinue
     3  the  use  as city parkland of Christopher Park in the borough of Manhat-
     4  tan, described in section two of this act, and to convey its interest in
     5  the real property to the United States, upon terms and conditions agreed
     6  upon by the National Park Service and the city of New York provided that
     7  the United States uses such  land,  for  park,  monument,  historic,  or
     8  recreational  purposes.  Any  revenues  received by the city of New York
     9  from the conveyance of parkland authorized by this act shall be used for
    10  capital improvements to existing city  park  and  recreational  purposes
    11  and/or  for  the  acquisition  of  additional city park and recreational
    12  facilities.
    13    § 2. The parkland authorized to be conveyed by the city of New York to
    14  the United States pursuant to section one of this act is the following:
    15    ALL that certain plot, piece or parcel of land, with all the buildings
    16  and improvements thereon  erected,  situate,  lying  and  being  in  the
    17  Borough  of Manhattan, City and State of New York, bounded and described
    18  as follows:
    19    BEGINNING at the intersection  of  the  northwesterly  side  of  Grove
    20  Street and southeasterly side of Christopher Street;
    21    RUNNING  THENCE southwesterly along the southeasterly side of Christo-
    22  pher Street a distance of 200.93 feet to a  point  on  the  intersection
    23  with the easterly side of Seventh Avenue;
    24    THENCE  southerly along the easterly side of Seventh Avenue a distance
    25  of 11.00 feet to the intersection with the northeasterly  side  of  West
    26  Fourth Street;
 
         EXPLANATION--Matter in italics (underscored) is new; matter in brackets

     1    THENCE  southeasterly  along  the  northeasterly  side  of West Fourth
     2  Street a distance of 44.14 feet to the intersection with  the  northwes-
     3  terly side of Grove Street;
     4    THENCE  northeasterly  along  the northwesterly side of Grove Street a
     5  distance of 195.49 feet to the point or place of BEGINNING.
     6    Containing 5,170.96 square feet or 0.1187 acre, more or less.
     7    § 3. The deed to all such lands ceded, granted  and  conveyed  to  the
     8  United  States  shall  contain a provision that the estate, right, title
     9  and interest to such lands, so ceded, granted and conveyed to the United
    10  States, revert to the  city  of  New  York  for  park  and  recreational
    11  purposes  if such lands ceded, granted and conveyed cease to be used and
    12  maintained in accordance with the  purposes,  terms  and  conditions  as
    13  described in section one of this act.
    14    § 4. This act shall take effect immediately.
