  TITLE OF BILL: An act in relation to making eligible for provisional appointment and authorizing Matthew A. Jones to take the competitive civil service exam- ination for the position of police officer and be placed on the eligible list for employment as a part-time police officer for the village of Liverpool police department   PURPOSE OR GENERAL IDEA OF BILL: The purpose of this bill is to authorize Matthew A. Jones to take the a competitive civil service examination and be appointed as a full time police officer with the Village of Liverpool Police Department.   SUMMARY OF PROVISIONS: Section 1 of this bill would authorize the Village of Liverpool to appoint Matthew A. Jones as a provisional part-time police officer, authorize Mr. Jones to take the competitive civil service examination, and, contingent upon his score, be eligible for appointment as a full- time police officer with the Village of Liverpool Police Department. Section 2.of this bill would establish that Matthew A. Jones is other- wise subject to the merit and fitness provisions of the civil service law applicable to full-time police officers. Section 3 of this bill provides that the effective date shall take effect immediately. The Village of Liverpool Police Department, like many other departments across the State, has experienced challenges in recruiting and retaining Police Officers. A lack of Police Officers puts public safety at risk. Factors like age have limited the pool of potential Police Officers, many of whom would otherwise join the force. Matthew A. Jones is inter- ested and is well qualified to join the Liverpool Police Department, but he is over the civil service age limit, making him ineligible to be hired full-time. This bill would grant a waiver to Mr. Jones so that he may take the civil service examination and be eligible to serve as a Police Officer.   LEGISLATIVE HISTORY: New bill.   FISCAL IMPLICATIONS FOR STATE AND LOCAL. GOVERNMENTS: None to the State.   EFFECTIVE DATE: This act shall Lake effect immediately.

        AN  ACT  in  relation to making eligible for provisional appointment and
          authorizing Matthew A. Jones to take  the  competitive  civil  service
          examination  for  the  position of police officer and be placed on the
          eligible list for employment as a part-time  police  officer  for  the
          village of Liverpool police department
 
          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. Notwithstanding the provisions of section 58 of  the  civil
     2  service  law,  including  the  age  requirements  under paragraph (a) of
     3  subdivision 1 of such section, or any other law  to  the  contrary,  the
     4  village  of Liverpool, in the county of Onondaga, shall be authorized to
     5  appoint Matthew A. Jones as a provisional part-time police officer until
     6  such time he is able to take the competitive civil  service  examination
     7  and  be  appointed  as a permanent full-time police officer; and further
     8  Matthew A. Jones shall be eligible to take the competitive civil service
     9  examination for the position of police  officer  and  shall,  contingent
    10  upon  his  score  on  such  examination, be eligible to be placed on the
    11  eligible list for appointment as a full-time  police  officer  with  the
    12  village of Liverpool police department.
    13    §  2.  Matthew  A.  Jones  shall otherwise be subject to the merit and
    14  fitness provisions of the civil  service  law  applicable  to  full-time
    15  police officers.
    16    § 3. This act shall take effect immediately.
