  TITLE OF BILL: An act to amend the public health law, in relation to including senior citizens as vulnerable populations eligible for supportive housing programs   PURPOSE OR GENERAL IDEA OF BILL: To include senior citizens in the Supportive Housing Program.   SUMMARY OF PROVISIONS: Relates to including senior citizens as vulnerable populations eligible for supportive housing.   JUSTIFICATION: With the loss of federal funding for any new Section 202 Program devel- opments, a gap in supportive housing for senior citizens has been created as baby boomers retire. This bill would amend Section 2823 of the public health law to add senior citizens to the definition of "vulnerable populations" that are eligible for the supportive housing development program.   PRIOR LEGISLATIVE HISTORY:   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: None   EFFECTIVE DATE: This act shall take effect immediately,
