  TITLE OF BILL: An act to amend the civil service law, in relation to employees classified as the Triborough bridge and tunnel authority supe- rior officers benevolent association of an MTA-employer and the resol- ution of disputes in the course of collective negotiations   PURPOSE: To extend dispute resolution benefits to Triborough bridge and tunnel authority superior officers benevolent association members.   SUMMARY OF PROVISIONS: Section 1: amend Sec. 209 of the civil service law to grant binding arbitration to Triborough bridge and tunnel authority superior officers benevolent association members. Section 2: Effective Date   JUSTIFICATION: Current provisions of Chapter 929 of the Laws of 1986 relating to compulsory arbitration to resolve impasses in collective negotiations between an MTA public employer and a public employee organ- ization left out certain employees from receiving this benefit. This bill would correct this inequity. Over the years, Compulsory arbitration has allowed the people of New York to enjoy uninterrupted services. All evaluations of the effects of this law have been positive and have advocated the continuation of this process.   PRIOR LEGISLATIVE HISTORY: New Bill   FISCAL IMPLICATIONS: None.   EFFECTIVE DATE: Immediately.
