  TITLE OF BILL: An act to amend the environmental conservation law, in relation to prohibiting the use of glyphosate on state property   PURPOSE: This bill prohibits the use of glyphosate on state property.   SUMMARY OF SPECIFIC PROVISIONS: Section one amends section 33-1301 of the environmental conservation law by adding a new subdivision 13. Section two sets forth the effective date.   JUSTIFICATION: Glyphosate was first registered as an herbicide in the United States in 1974. This chemical is the active ingredient in many common weed killer products, including Roundup. It is used by government agencies to kill weeds in parks, playgrounds and picnic areas, all frequented by children and pets, exposing them to this chemical. The International Agency for Research on Cancer, a World Health Organ- ization, declared glyphosate a "probable human carcinogen." More and more countries demonstrate zero tolerance for exposing their citizens to products that are linked to cancer, and New York should not fall behind in this area.   LEGISLATIVE HISTORY: 2017-18: A.4971 - Referred to Environmental Conservation; 53210 Referred to Environmental Conservation 2015-16: A.9364 - Referred to Environmental Conservation; S.7141 - Referred to Environmental Conservation   FISCAL IMPLICATIONS: Undetermined.   EFFECTIVE DATE: This bill shall take effect December 31, 2021 and apply to all contracts entered into after that date.
