  TITLE OF BILL: An act to amend the elder law, in relation to information regarding the home energy assistance program for participants in the elderly pharma- ceutical insurance coverage program   PURPOSE OR GENERAL IDEA OF BILL: The purpose of this bill is to amend Chapter 633 of the Laws of 2024 in order to effectuate the intent of the law.   SUMMARY OF PROVISIONS: Section one of the bill would remove the provisions providing for the automatic enrollment of Elderly Pharmaceutical Insurance Coverage Program (EPIC) participants in the Home Energy Assistance Program (HEAP). The section would add requirements for the Department of Health to provide information on eligibility and how to apply for HEAP with the EPIC paper application and annually thereafter to EPIC program partic- ipants. The section would also require the appropriate local social services district to provide notification and information to a program partic- ipant if such participant applies for and is enrolled in HEAP. Section two would establish the effective date.   JUSTIFICATION: Chapter 633 of the Laws of 2024 allows for the automatic enrollment of certain Elderly Pharmaceutical Insurance Coverage Program participants in the Home Energy Assistance Program if such participants meet the proper eligibility requirements. This bill would provide clarifying language and limit the requirements to providing participants in the Elderly Pharmaceutical Insurance Cover- age Program with information on eligibility and how to apply for the Home Energy Assistance Program.   LEGISLATIVE HISTORY: New bill.   FISCAL IMPLICATIONS: To be determined.   EFFECTIVE DATE: This bill would take effect on the same date and in the same manner as a chapter of the laws of 2024 amending the elder law relating to the auto- matic identification and enrollment of elderly pharmaceutical insurance coverage program enrollees in the home energy assistance program, as proposed in legislative bills numbers S. 8760-A and A.9369-A, takes effect.
