MEMORANDUM IN SUPPORT OF LEGISLATION

  TITLE OF BILL: An act to amend the general municipal law, in relation to prohibiting firearms as prizes in any game of chance   PURPOSE OR GENERAL IDEA OF BILL: Prohibiting firearms as prizes in any game of chance.   SUMMARY OF SPECIFIC PROVISIONS: Section 1. Subdivision 2 of section 195-d of the general municipal law is amended by section 13 of part MM of chapter 59 of the laws of 2017.   JUSTIFICATION: Currently in New York State it is legal to raffle off a firearm in a game of chance. Many times games such as these are open to all individ- uals regardless of age. Firearms should not be raffled off in this manner. Firearm related violence is a significant public health and safety problem and weapons should not be given away in games of chance.   PRIOR LEGISLATIVE HISTORY: New Bill   FISCAL IMPLICATIONS: None   EFFECTIVE DATE: This act shall take effect immediately.
