  TITLE OF BILL: An act to amend the vehicle and traffic law, in relation to distinctive YMCA license plates; and to amend the state finance law, in relation to establishing the New York State YMCA foundation fund   SUMMARY OF SPECIFIC PROVISIONS: Section 1. The vehicle and traffic law is amended by adding a new section 404-ff, establishing distinctive "YMCA member" license plates available to any state resident, upon request. Section 2. The state finance law is amended by adding a new section 95-k, establishing the YMCA Foundation Fund to be expended only for the benefit and programs of the New York State YMCA foundation.   JUSTIFICATION: The YMCA is for youth development, healthy living, and social responsi- bility. The YMCA is a non-profit entity that has associations across New York State. Branches exist in diverse communities across the state to give all an opportunity to learn, grow, and thrive. Every day, the YMCA works side-by-side with their neighbors to make sure that everyone, regardless of age, income, or background has access to programs that make people healthy, confident, and connected. This bill, by creating distinctive plates for the YMCA, will help expand the public's awareness of the YMCA program in New York State.   PRIOR LEGISLATIVE HISTORY: 021-22: A8867 Simon - referred to transportation   FISCAL IMPLICATIONS: To be determined   EFFECTIVE DATE: This act shall take effect immediately; provided, however, that section one of this act shall take effect on the one hundred eightieth day after it shall have become a law. Effective immediately, the addition, amend- ment, and/or repeal of any rule or regulation necessary for the imple- mentation of this act on its effective date are authorized to be made
