  TITLE OF BILL: An act to amend the education law, in relation to requiring the state to provide state funds to community colleges for additional operating costs associated with an increase in the state minimum wage   PURPOSE OR GENERAL IDEA OF BILL: The purpose of this bill is to allocate proper levels of state funding to community colleges throughout New York in correlation with the increased cost of the rising minimum wage.   SUMMARY OF PROVISIONS: Section 1: Amends the Education Law to add section 6304-b which would require the community college board of trustees to report to the State Comptroller on an annual basis the increased costs associated with a rise in minimum wage and in turn require the State to provide such addi- tional funding as necessary. Section 2: Sets and effective date.   JUSTIFICATION: Due to the increasing New York State minimum wage, community college daycare centers are finding it increasingly difficult to continue opera- tion while keeping costs affordable to both students and staff. While the State continues to provide funding for these facilities, it is no longer sufficient, and more is required. This bill will specifically mandate that the State provide funding to each community college daycare center in the amount necessary to offset the cost of increased wages.   PRIOR LEGISLATIVE HISTORY: A.10396 (2018) - referred to higher education A.4139 (2019) - held for consideration in higher education A.4816 (2021-2022) - held for consideration in higher education   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: To be determined.   EFFECTIVE DATE: This act shall take effect immediately.

        AN ACT to amend the education law, in relation to requiring the state to
          provide state funds to community  colleges  for  additional  operating
          costs associated with an increase in the state minimum wage

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:
 
     1    Section 1. The education law is amended by adding a new section 6304-b
     2  to read as follows:
     3    § 6304-b. State aid for  community  college  day  care  centers.  Each
     4  community  college  within the state that has a day care center shall be
     5  provided annually with state funds from the general fund for the purpose
     6  of offsetting additional costs to such  community  colleges  due  to  an
     7  increase  in  the  state minimum wage. Such additional funds shall match
     8  any additional day  care  center  operating  costs  associated  with  an
     9  increase  in the state minimum wage. The board of trustees of the commu-
    10  nity college shall report to the state comptroller on  an  annual  basis
    11  the amount of such additional operating costs.
    12    § 2. This act shall take effect immediately.
