  TITLE OF BILL: An act to establish a task force to investigate the position of city marshal in the city of New York   PURPOSE OR GENERAL IDEA OF BILL: To establish a task force to examine the claims that predatory lenders are using city marshals to defraud creditor clients, the effectiveness of the appointment proce ss of city marshals, and the feasibility of abolishing the city marshal.   SUMMARY OF PROVISIONS: Section 1: Establishes a task force to investigate the position of the city marshal. Section 2: Details the composition of the task force. Section 3: Provides an immediate effective date.   DIFFERENCE BETWEEN ORIGINAL AND AMENDED VERSION (IF APPLICABLE):   JUSTIFICATION: There have been reports of City Marshals earning huge fees for acting as virtual collection agents for predatory lenders, using the public powers of their office to benefit those who are unfairly targeting small busi- nesses for shady loan practices. This requires a full investigation by the State, and a review of the purpose and legal oversight of these appointments.   PRIOR LEGISLATIVE HISTORY: No prior legislative history.   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: To be determined.   EFFECTIVE DATE: This act will take place immediately.
