TITLE OF BILL:
An act to amend the private housing finance law, in relation to includ-
ing landlord training classes in the definitions of neighborhood preser-
vation activities and housing preservation and community renewal activ-
ities
 
PURPOSE:
Includes landlord training classes in the definition of neighborhood
preservation activities.
 
SUMMARY OF PROVISIONS:
Section 1. Subdivision 5 of section 902 of the private housing finance
law, as amended by chapter 295 of the laws of 2012. Provides that the
neighborhood preservation activities must administer landlord training
classes.
Section 2. Subdivision 5 of section 1002 of the private housing finance
law, as amended by chapter 668 of the laws of 1985. Provides that the
Housing preservation and community renewal activities activities must
administer landlord training classes.
Section 3. States the effective date.
 
JUSTIFICATION:
With the passage of tenants right's reform, and the changing landscape
for landlords during the COVID pandemic, there is a growing need to
educate landlords. Knowledge of the recent changes in procedural
requirements, changes in the laws and executive orders pertaining to
tenants rights, building codes, and a legal eviction process is crucial
to ensure that tenants are not harassed or illegally removed from their
homes. Many small landlords are not large enough for the income they
earn in rent to be their sole source of income. Without understanding
the risks and obligations inherent to the business landlords may find
themselves struggling to maintain their properties. Adding landlord
training to the definitions of the neighborhood preservation activities
and housing preservation and community renewal activities gives poten-
tial and existing landlords the valuable tools they need to be well
prepared, good actors in our communities.
