MEMORANDUM IN SUPPORT OF LEGISLATION
submitted in accordance with Assembly Rule III, Sec 1(f)   BILL NUMBER: A5492 SPONSOR: Smith
  TITLE OF BILL: An act to amend the public authorities law, in relation to the powers and duties of the power authority of the state of New York   PURPOSE OR GENERAL IDEA OF BILL: This bill would allow public entities such as county governments, muni- cipalities, towns, villages, special districts, school districts, fire districts and not-for-profit organizations to bundle their electrical services.   SUMMARY OF PROVISIONS: This bill would amend Section 1005 of the public authorities law by adding a new subdivision 26.   JUSTIFICATION: This bill would enable our communities to bundle electrical services in order to get a cheaper rate from the electric companies and lower their administrative fees. This will save our communities money and allow them to use these funds for other services.   PRIOR LEGISLATIVE HISTORY: 2021-2022: A4719 Held for consideration in Corporations, Authorities and Commissions   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: None.   EFFECTIVE DATE: This act shall take effect immediately.

SMITH -- read once and referred to the Committee on Energy AN ACT to amend the public authorities law, in relation to the powers and duties of the power authority of the state of New York The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Section 1005 of the public authorities law is amended by 2 adding a new subdivision 30 to read as follows: 3 30. The authority is authorized to allow the state of New York, and 4 its political subdivisions, including but not limited to, county govern- 5 ments, municipalities, towns, villages, special districts, school 6 districts and fire districts and not-for-profit corporations to bundle 7 electrical services. 8 § 2.
