TITLE OF BILL: An act to amend the civil service law, in relation to
allowing an individual with disabilities or a disabled veteran to hold
full-time or part-time positions for purposes of eligibility for
recruitment for state employment
 
PURPOSE OR GENERAL IDEA OF BILL:
To create more employment opportunities for people with disabilities by
amending sections 55-b, 55-c and section 55-d of the Civil Service Law
to create part-time work opportunities for state employment.
 
SUMMARY OF PROVISIONS:
Section 1. Subdivision 1 amends section 55-b of the chapter 603 of the
laws of 1995
Section 2. Subdivision 1 amends section 55-c of civil service law, as 18
amended by Chapter 340 of the laws of 2008.
Section 3. amends section 59-d of the civil service laws of 2022, as
added by chapter 402 for the laws of 2022.
Section 4 is the effective date.
 
JUSTIFICATION:
Disabled veterans and other people with disabilities experience much
higher unemployment rates than the general population. This legislation
creates more employment opportunities for disabled people by creating
more opportunities for part=time employment within the New York State
government for people with disabilities.
Currently the Civil service Law provides for up to 1200 civil service
positions to be filled by people with physical or intellectual disabili-
ties. This bill would amend the relevant sections of the law to allow
each position to be filled by both full or part-time workers.
Positions designated to be filled pursuant to this section may be filled
on a full-time or part-time basis. Upon such determination, the said
positions shall be classified in the noncompetitive class.
The department of Civil service shall make publicly available on its
website all employment opportunities in the civil service of the state
and information on obtaining employment with the state, including, but
not limited to, vacancies in the competitive, noncompetitive and labor
jurisdictional classes, announcements for upcoming open competitive and
promotional examinations, test application instructions, and desig-
nations of which employment opportunities are eligible to be filled by
individuals with disabilities and veterans with disabilities, including
whether such positions may be filled on a full-time or part-time basis.
The amendments to the existing Civil Service law will help create more
opportunities for people with disabilities and be a part of a framework
for increasing overall employment for people with disabilities.

EFFECTIVE DATE:
This act shall take effect on the first of January next succeeding the
date upon which it shall have become a law.
