MEMORANDUM IN SUPPORT OF LEGISLATION

  TITLE OF BILL: An act to amend the executive law, in relation to the terms and conditions of employment for members of the collective negoti- ating unit consisting of troopers in the division of state police and salary schedules for members of such unit; to amend the state finance law, in relation to the employee benefit fund for members of such unit; making an appropriation therefor; and to repeal certain provisions of the executive law and the state finance law relating thereto (Part A); to amend the executive law, in relation to the terms and conditions of employment for members of the collective negotiating unit consisting of commissioned and non-commissioned officers in the division of state police and salary schedules for members of such unit; to amend the state finance law, in relation to the employee benefit fund for members of such unit; making an appropriation therefor; and to repeal certain provisions of the executive law and the state finance law relating ther- eto (Part B); to amend the civil service law and the state finance law, in relation to compensation, benefits and other terms and conditions of employment of certain state officers and employees who are members of the security services collective negotiating unit; authorizing funding of joint labor-management committees; implementing an agreement between the state and an employee organization; making an appropriation there- for; and to repeal certain provisions of the civil service law relating thereto (Part C); and to amend the civil service law and the correction law, in relation to salaries of certain state officers and employees excluded from collective negotiating units; and making an appropriation for the purpose of effectuating certain provisions thereof (Part D)   PURPOSE OR GENERAL IDEA OF BILL: This bill implements a revised collective bargaining agreement between the State of New York and the police benevolent association of the New York State Troopers, Inc.   SUMMARY OF PROVISIONS: Part A: Implements salary schedules and benefit modifications for troop- ers in the Division of State Police for FY 2019-2023; provides for an annual 2% raise. Part B: Implements salary schedules and benefit modifications for offi- cers in the Division of State Police for FY 2019-2023; provides for an annual 2% raise. Part C: Implements salary increases and benefit modifications for employees in New York State Correctional Officers Union and the Security Services Unit of the Police benevolent Association for FY 2017-2023; provides for an annual 2% raise. Part D: Implements salary schedules for management/confidential employ- ees for FY2020-2021; provides for an annual 2% raise subject to the determination of the director of budget.   JUSTIFICATION: This bill is necessary to implement a revised collective bargaining agreement between the State of New York and the Police Benevolent Asso- ciation of the New York State Troopers, Inc. for the years of 2018-2023.   PRIOR LEGISLATIVE HISTORY: New bill.   FISCAL IMPLICATIONS: Minimal. The bill does not require a fiscal note. The State already negotiates and maintains a collective bargaining agreement with the police benevolent association of the New York State Troopers, Inc. This bill is just a renewed contract.   EFFECTIVE DATE: This act shall take effect immediately, provided, however, that the applicable effective date of Parts A through D of the act shall be as specifically set forth in the last section of such Part.
