AN ACT to amend the education law, in relation to information to be
provided by a veterinarian initially prescribing or dispensing a drug
to a dog, cat, or rabbit; and to amend Buoy's law, in relation to the
effectiveness thereof
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Section 6715 of the education law, as added by chapter 678
2 of the laws of 2022, is amended to read as follows:
3 § 6715. Dispensing information to be provided by veterinarians. 1.
4 Each time a veterinarian initially prescribes[,] or dispenses[, or
5 provides] a drug to [an animal]a dog, cat, or rabbit for use outside the
6 office, the veterinarian shall provide to the owner of such animal, or
7 his or her agent, the following information:
8 (a) the name and description of the drug;
9 (b) directions for use, including, if applicable, any actions to be
10 taken in the event of a missed dose;
11 (c) if available, manufacturer instructions for proper storage;
12 (d) any common reasonably anticipated adverse effects associated with
13 the use of such drug; and
14 (e) if available, manufacturer precautions and relevant warnings.
15 2. The provisions of paragraphs (d) and (e) of subdivision one of this
16 section shall only apply when the manufacturer has made available infor-
17 mation for the specific animal species to which such drug is
18 prescribed[,] or dispensed [or provided] pursuant to subdivision one of
19 this section.
20 3. The information to be provided pursuant to subdivision one of this
21 section shall be provided in writing or orally and the method of disclo-
22 sure shall be noted in the patient medical record.

1 § 2. Section 3 of chapter 678 of the laws of 2022, constituting Buoy's
2 law, is amended to read as follows:
3 § 3. This act shall take effect [on the one hundred eightieth day]
4 eighteen months after it shall have become a law. Effective immediately,
5 the addition, amendment and/or repeal of any rule or regulation neces-
6 sary for the implementation of this act on its effective date are
7 authorized to be made and completed on or before such date.
8 § 3. This act shall take effect immediately; provided, however, that
9 section one of this act shall take effect on the same date and in the
10 same manner as section 2 of chapter 678 of the laws of 2022, takes
11 effect.
