  TITLE OF BILL: An act to amend the penal law, in relation to establishing the crime of criminal sale of a controlled substance upon the grounds of a drug or alcohol treatment center, or alcoholics anonymous or narcotics anonymous meeting   PURPOSE OR GENERAL IDEA OF BILL: This bill would create "drug free zones" and add a penalty for the crim- inal sale of a controlled substance within one thousand feet of a drug or alcohol treatment center, and within one thousand feet of an alcohol- ics anonymous meeting or narcotics anonymous meeting.   SUMMARY OF PROVISIONS: This bill amends the Penal Law by adding a new section, 220.66, creating an additional penalty when a person targets the sale of a controlled substance upon the grounds of a drug or alcohol treatment center, or within one thousand feet of an alcoholics anonymous meeting or narcotics anonymous meeting. This new section would hold the penalty of a class E felony.   JUSTIFICATION: People in recovery from substance use disorders are constantly working to maintain recovery, but too often drug dealers are preying on them outside rehab centers, alcoholic anonymous meetings, or narcotic anony- mous meetings. The bill seeks to penalize this action by designating the areas surrounding drug or alcohol treatment centers, alcoholics anony- mous meetings, and narcotics anonymous meetings as "Drug Free Zones", which carries an increased penalty of a Class E felony charge.   PRIOR LEGISLATIVE HISTORY: New bill.   FISCAL IMPLICATIONS: To be determined.   EFFECTIVE DATE: This act shall take effect on the first of November next succeeding when it becomes law.
