AN ACT to authorize and direct the commissioner of agriculture and
markets to conduct a study on urban agriculture
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. 1. The commissioner of agriculture and markets is hereby
2 authorized and directed to conduct a study on all forms of urban agri-
3 culture including, but not limited to, vertical farming, community
4 gardens and urban farming. The purpose of this study shall include but
5 not be limited to examining the effects urban agriculture would have on
6 access to locally grown food, job creation and educational opportu-
7 nities, and the impacts on the environment.
8 2. Within one year of the effective date of this act, the commissioner
9 of agriculture and markets shall deliver a report to the governor, the
10 temporary president of the senate, the speaker of the assembly, the
11 minority leader of the senate and the minority leader of the assembly.
12 The report shall include recommendations for legislation and administra-
13 tive programs related to all forms of urban agriculture practices
14 including, but not limited to, vertical farming, community gardens and
15 urban farming.
16 § 2. This act shall take effect immediately.
