  TITLE OF BILL: An act to amend the executive law and the labor law, in relation to assisting contractors to identify minority group members and women for hiring opportunities   PURPOSE OR GENERAL IDEA OF BILL: The purpose of this bill is to increase the diversity in the workforce of the construction industry while working with the Industrial Commis- sioner and the CD Director of the Division of Minority and Women-Owned Businesses Development to help increase access to minority and women workers.   SUMMARY OF SPECIFIC PROVISIONS: To amend the executive law and the labor law, in relation to assisting contractors to identify minority group members and women for hiring opportunities   JUSTIFICATION: According to a New York State 2016 disparity study conducted by Mason Tillman women and minorities continue to get hired at disproportionately low rates even though they account for a large amount of the workforce. This bill would provide the assistance of the Industrial Commissioner and the Director of the Division of Minority and Women's Business Devel- opment to help contractors find and identify minorities and women to hire in the workforce for the purpose of closing the disparity gap.   PRIOR LEGISLATIVE HISTORY: 2019-20: A2430; referred to governmental operations 2017-18: A11160; referred to governmental operations   FISCAL IMPLICATIONS: To be Determined   EFFECTIVE DATE: This act shall take effect on the sixtieth day after it shall have become a law; provided, however that the amendments to article 15-A of the executive law made by section one of this act shall not affect the expiration of such article and shall be deemed to expire therewith.
