PURPOSE OR GENERAL IDEA OF BILL:
Allows individuals to request a notation on their driver's license indi-
cating that they have autism spectrum disorder, or any other medical,
mental or behavioral condition that may alter or impair their behavior
 
SUMMARY OF PROVISIONS:
Section 1 amends subdivision 1 of section 502 of the vehicle and traffic
law of the vehicle and traffic law.

JUSTIFICATION:
This legislation aims to give individuals who have a driver's license
the option to add a notation to their license indicating that they are
somebody who has a mental/development/behavioral condition. This allows
for individuals who have autism spectrum disorder, or other potentially
behavior altering conditions, notify police and emergency personnel of
their situation. If a police officer pulls someone over who has this
notation on their license, it will allow for that officer to be aware of
why they may be acting in a way they are not used to. By making this
notation completely optional, it is keeping autonomy in the hands of
those who this legislation intends on helping.

AN ACT to amend the agriculture and markets law, in relation to requir-
ing the department of agriculture and markets to develop and maintain
a database on the impact of climate change on agriculture
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Section 16 of the agriculture and markets law is amended by
2 adding a new subdivision 53 to read as follows:
3 53. Develop and maintain a searchable, publicly available database of
4 agricultural data received annually from farmers in the state. Begin-
5 ning January first, two thousand twenty-five, and annually thereafter,
6 farmers in the state shall report to the department on the impact of
7 climate change on agriculture, including but not limited to crops grown,
8 outcomes and yield. The department shall conduct outreach efforts to
9 farmers in the state to develop the database and to inform farmers of
10 the requirements of this subdivision.
11 § 2. This act shall take effect immediately.
