TITLE OF BILL:
An act directing the department of labor to conduct a study on the
employment rate of transgender persons in New York state
 
PURPOSE OR GENERAL IDEA OF BILL:
The purpose of the bill is to conduct a study on the employment rate of
transgender persons in New York.
 
SUMMARY OF SPECIFIC PROVISIONS:
The Department of Labor, in consultation with the Division of Human
Rights, is directed to conduct a study on the employment rates of trans-
gender persons in the state. The purpose of the study shall be to deter-
mine whether a disparity exists between the employment rate of transgen-
der persons and other residents of the State; to determine to what
extent discrimination and other barriers affect the employment rate for
transgender persons; and to determine what changes should be made to
state policies affecting the employment rate for transgender persons.
 
JUSTIFICATION:
Transgender individuals face higher rates of unemployment, workplace
discrimination, harassments and violations. Transgender people of color
face even higher rates of workplace discrimination and unemployment. A
survey from the Office of the New York City Comptroller reported that
black and latinx transgender individuals were more likely to have been
homeless at one point their lives. This legislation aims to study the
employment barriers for transgender individuals and ultimately, provide
legislative remedies.
