NIOU -- read once and referred to the Committee on Governmental Operations AN ACT to amend the state technology law, in relation to requiring the office of information technology services to cooperate with all state agencies in the implementation of language translation technology The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Subdivision 8-a of section 103 of the state technology law, 2 as amended by a chapter of the laws of 2021 amending the state technolo- 3 gy law relating to requiring the office of information technology 4 services to cooperate with all state agencies in the implementation of 5 language translation technology, as proposed in legislative bills 6 numbers S. 4716-A and A. 6215-A, is amended to read as follows: 7 8-a. (a) To advise and assist state agencies in the implementation of 8 language translation technology on state agency websites containing 9 information about the novel coronavirus ("COVID-19") or programs, bene- 10 fits or services related to COVID-19 within [thirty] sixty days of the 11 effective date of this subdivision; and on all state agency websites 12 within [ninety days] six months of the effective date of this subdivi- 13 sion. 14 (b) Such language translation technology shall, at a minimum, allow 15 users to translate the text of state agency websites into at least the 16 twelve most common non-English languages spoken by individuals with 17 limited-English proficiency in the state of New York, based on United 18 States census data. 19 (c) As used in this subdivision, the term "state agency website" shall 20 mean an internet website operated by or for a state agency. Such term 21 shall include those websites operated on behalf of state agencies by 22 other public or private entities, but shall not include any portions of 23 the internet outside the control of the state agency. 24 § 2. This act shall take effect on the same date and in the same 25 manner as a chapter of the laws of 2021 amending the state technology 26 law relating to requiring the office of information technology services 27 to cooperate with all state agencies in the implementation of language 28 translation technology, as proposed in legislative bills numbers S. 29 4716-A and A. 6215-A, takes effect.
