SPONSOR: Rules TITLE OF BILL: An act making an appropriation for the acquisition of
property and cost of studies, plan preparation, and design of secure and
limited secure youth facility capacity
PURPOSE OR GENERAL IDEA OF BILL: This bill would appropriate
$9,200,000 to the Office of Children and Family Services for design and
planning expenses related to a limited secure youth facility.
SUMMARY OF SPECIFIC PROVISIONS: This bill contains a single item of
appropriation of $9,200,000 for the planning and design of a limited
secure youth facility under the jurisdiction of the Office of Children
and Family Services. Expenditures from the appropriation would be
subject to the approval of program plan by the Director of the Budget.
JUSTIFICATION: This legislation would appropriate the sum of
$9,200,000 to the Office of Children and Family Services from the youth
facilities improvement fund - 357 for expenses related to the planning
and design of a limited secure youth facility.
PRIOR LEGISLATIVE HISTORY: New bill.
FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: An appropriation
of $9,200,000 would be authorized in the Office of Children and Family
Services upon enactment of this legislation.
EFFECTIVE DATE: Effective immediately and retroactive to April 1,
2001.

AN ACT making an appropriation for the acquisition of property and cost
of studies, plan preparation, and design of secure and limited secure
youth facility capacity
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. The sum of nine million two hundred thousand dollars
2 ($9,200,000), or so much thereof as may be necessary, is hereby appro-
3 priated to the office of children and family services from youth facili-
4 ties improvement fund - 357, not otherwise appropriated, for the acqui-
5 sition of property and cost of studies, plan preparation, and design of
6 secure and limited secure youth facility capacity, provided, however,
7 that no expenditures may be made from this appropriation until a program
8 plan has been approved by the director of the budget (25NU0107).
9 Such moneys shall be payable on the audit and warrant of the state
10 comptroller on vouchers certified or approved in the manner provided by
11 law.
12 § 2. This act shall take effect immediately and shall be deemed to
13 have been in full force and effect on and after April 1, 2001.
