  TITLE OF BILL: An act making an appropriation for services and expenses related to the cultural education program   PURPOSE: Transfer appropriation authority from the Council on the Arts to the Education Department for the cultural education program.   SUMMARY OF PROVISIONS: This bill appropriates $9,431,700 to the education department for services and expenses related to the cultural education program.   JUSTIFICATION: The legislation proposed here appropriates the sum of $9,431,700 to the Cultural Education Program. These funds are appropriated as general fund - state operations, state purposes account - 003, as maintenance undis- tributed, to be used for services and expenses of the Cultural Education Program, including but not limited to the State museum, State library and State archives.   LEGISLATIVE HISTORY: New bill.   FISCAL IMPLICATIONS: $9,431,700.   LOCAL FISCAL IMPLICATIONS: None.   EFFECTIVE DATE: Immediately and retroactive to April 1, 2001.

        AN  ACT making an appropriation for services and expenses related to the
          cultural education program
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  The  sum of nine million four hundred thirty-one thousand
     2  seven hundred dollars ($9,431,700), or so much thereof as may be  neces-
     3  sary,  is  hereby  appropriated  to  the  education department, cultural
     4  education program from  the  general  fund  -  state  operations,  state
     5  purposes  account  -  003,  not  otherwise appropriated, for maintenance
     6  undistributed, for services  and  expenses  of  the  cultural  education
     7  program,  including, but not limited to, the state museum, state library
     8  and state archives. This appropriation  shall  only  be  available  upon
     9  submission  of  a  plan  formulated by the commissioner of education and

    10  approved by the director of the budget.
    11    Such moneys shall be payable on the audit and  warrant  of  the  state
    12  comptroller  on vouchers certified or approved in the manner provided by
    13  law.
    14    § 2. This act shall take effect immediately and  shall  be  deemed  to
    15  have been in full force and effect on and after April 1, 2001.
