  TITLE OF BILL: An act to amend the highway law, in relation to designating a portion of the state highway system as the "Patrolman David 'DW' Smith Memorial Highway"   PURPOSE OR GENERAL IDEA OF BILL: The purpose of this legislation is to rename a section of New York State Route 17C within the Village of Johnson City the "Patrolman David `IDW' Smith Memorial Highway."   SUMMARY OF PROVISIONS: Section 1: of the bill adds section 344-n to the highway law to desig- nate a portion of New York State Route 17C in the Village of Johnson City as the "Patrolman David `DW' Smith Memorial Highway." Section 2: Provides for the installation and maintenance of signage to be undertaken by the New York State Department of Transportation. Section 3: States the effective date.   JUSTIFICATION: In 2014, Police Officer David `DW' Smith was shot and killed after responding to a disturbance call at business in Johnson City. Officer Smith served with the Johnson City Police Department for 18-1/2 years. In honor of his service and sacrifice, the Village of Johnson City has requested to rename a portion of 17C the "Patrolman David `DW' Smith Memorial Highway."   PRIOR LEGISLATIVE HISTORY: This is new legislation.   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: This legislation will have no fiscal implications.   EFFECTIVE DATE: This act shall take effect immediately.
