An act to amend the cannabis law, in relation to cannabis showcase event
permit requirements for microbusiness licensees
PURPOSE OR GENERAL IDEA OF BILL:
The purpose of this legislation is to clarify any possible ambiguity in
the law and regulations concerning the authorization of microbusinesses
to participate in cannabis showcase events.
SUMMARY OF PROVISIONS:
Section 1: Subdivision 2 of section 130-a of the cannabis law, as
amended by Chapter 112 of 2025 is amended to clarify that licensed
microbusiness may participate in cannabis showcase events.
Section 2: Establishes the effective date.
JUSTIFICATION:
Chapter 669 of 2024 established Cannabis Showcase Events. The Office of
Cannabis Management subsequently established rules and regulation to
govern these events. This legislation is needed to clarify both the
law's intent and the regulations surrounding the participation of micro-
businesses in these showcase events.
Under Cannabis Law, microbusiness licensees are only authorized to sell
their own products. The proposed changes in this bill would authorize a
microbusiness to participate as both the cultivator (and if applicable a
processor), and a retailer for Cannabis Showcase Events. This mirrors
the microbusiness authorization under Cannabis Law, which allows them to
cultivate, process, distribute, and conduct retail sales if authorized
by the Cannabis Control Board on their license.
Allowing microbusinesses the opportunity to participate in all aspects
of a Cannabis Showcase Event will help small farmers compete and give
them a new opportunity to sell cannabis products at approved events.
PRIOR LEGISLATIVE HISTORY:
This is new legislation and is a clarification of Chapter 112 of 2025.
FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS:
This legislation has no fiscal implications for either state or local
governments.
EFFECTIVE DATE:
This act shall take effect immediately.

AN ACT to amend the cannabis law, in relation to cannabis showcase event
permit requirements for microbusiness licensees
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Subdivision 2 of section 130-a of the cannabis law, as
2 amended by chapter 112 of the laws of 2025, is amended to read as
3 follows:
4 2. A licensee authorized under this chapter to conduct retail sales of
5 adult-use cannabis may apply to the office for a cannabis showcase event
6 permit and shall be required to demonstrate that they are in partnership
7 with a licensed cultivator and a licensed processor pursuant to subdivi-
8 sion one of this section. A microbusiness licensee authorized to
9 conduct retail sales under section seventy-three of this chapter may
10 also serve as the required licensed processor and licensed cultivator
11 for a cannabis showcase event permit if that microbusiness licensee is
12 also authorized to conduct processing and cultivation. A microbusiness
13 licensee may also serve as a licensed processor and/or the licensed
14 cultivator for another licensee applying for a permit under this section
15 if that microbusiness is authorized to conduct the applicable processing
16 or cultivating activity. An application for a cannabis showcase event
17 permit shall identify such licensed cultivators and processors who are
18 authorized under this chapter to showcase at such cannabis showcase
19 event.
20 § 2. This act shall take effect immediately.
