TITLE OF BILL:
An act to amend the vehicle and traffic law, in relation to establishing
a central business district toll exemption for veterans
 
PURPOSE:
To provide an exemption for Veterans who live within the State of New
York from having to pay the central business district toll (congestion
pricing) when entering the central business district.
 
SUMMARY OF PROVISIONS:
Section 1 amends Section 1704-a of the vehicle,and traffic law by adding
a new subdivision, 2-a which states no Veterans who are a New York State
resident shall be charged the central business district toll.
Section 2 states that this law shall take effect immediately.
 
JUSTIFICATION:
One of the VA hospitals thousands of Veterans in our State visit for
medical services is located in the proposed Central Business District.
Congestion pricing, as it stands, would force all individuals, including
the brave men and women who fought for our country and defended our
freedoms, to pay a toll for driving to their medical appointment. New
York supports its veterans and it would be remarkably unfair to force
our national heroes from having to pay a gulling tax to enter a part of
the City, let al.one•to receive medical services.
This bill would provide a full exemption for congestion pricing to any
New York State resident who is also a Veteran.
 
EFFECTIVE DATE:
This law shall take effect immediately.

AN ACT to amend the vehicle and traffic law, in relation to establishing
a central business district toll exemption for veterans
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Section 1704-a of the vehicle and traffic law is amended by
2 adding a new subdivision 2-a to read as follows:
3 2-a. Notwithstanding any provision to the contrary, no veteran who is
4 a New York state resident shall be charged a central business district
5 toll. For the purposes of this subdivision, "veteran" shall have the
6 same meaning as in subdivision three of section one of the veterans'
7 services law.
8 § 2. This act shall take effect immediately.
