TITLE OF BILL:
An act to amend the vehicle and traffic law, in relation to establishing
a central business district toll exemption for taxicabs
 
PURPOSE OR GENERAL IDEA OF BILL:
Provides information on social welfare, financial literacy, and job
training programs for taxi drivers to help them transition to new
professions.
 
SUMMARY OR PROVISIONS:
Section 1 adds a new Section 45 to the labor law.
Section 2 adds a new section 19-557 to the administrative code of the
city of New York.
Section 3 sets the effective date.
 
DIFFERENCE BETWEEN ORIGINAL AND AMENDED VERSION (IF APPLICABLE):
 
JUSTIFICATION:
There is an increasing desire among taxi drivers to seek alternative
employment. This bill directs the State Department of Labor in partner-
ship with local city agencies to provide information on language
instruction, financial literacy, social service, and vocational programs
for these drivers.

AN ACT to amend the vehicle and traffic law, in relation to establishing
a central business district toll exemption for taxicabs
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Section 1704-a of the vehicle and traffic law is amended by
2 adding a new subdivision 2-a to read as follows:
3 2-a. Notwithstanding any provision to the contrary, no taxicab as
4 defined in section twelve hundred eighty of the tax law shall be charged
5 a central business district toll. Application for such toll exemption
6 shall be made in such manner as prescribed by the Triborough bridge and
7 tunnel authority and shall contain such information as the authority may
8 reasonably require.
9 § 2. This act shall take effect immediately.
