        Introduced  by  Sen.  AVELLA -- read twice and ordered printed, and when
          printed to be committed to the Committee on  Energy  and  Telecommuni-
          cations
 
        AN  ACT  directing the public service commission to repeal certain elec-
          tric rate increases
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  Notwithstanding  any other law, rule or regulation to the
     2  contrary, the public service commission shall repeal any  electric  rate
     3  increase  on  downstate  residents  where  such increase is a subsidy to
     4  upstate nuclear power plants.
     5    § 2. This act shall take effect immediately.
