AN ACT to amend chapter 54 of the laws of 2024, enacting the capital
projects budget, in relation to safety and security projects at small
businesses at risk of hate crimes
The People of the State of New York, represented in Senate and Assem-bly, do enact as follows:
1 Section 1. Section 1 of chapter 54 of the laws of 2024, enacting the
2 capital projects budget, is amended by repealing the items hereinbelow
3 set forth in brackets and by adding to such section the other items
4 underscored in this section.

15 hate crimes or attacks including, but not
16 limited to, at a facility, virtually or on
17 the internet because of their ideology,

1 beliefs or mission, provided that no less
2 than $50,000,000 be made available for
3 not-for-profits and small businesses at
4 risk of antisemitic hate crimes or
5 attacks. Provided that an assessment of
6 facilities at risk may include, but not be
7 limited to, considerations of the vulner-
8 abilities of the organization based on its
9 location and membership, and the potential
10 consequences of a hate crime or attack at
11 the facility. Recipients of such grants
12 shall be entitled to use such funds to
13 purchase commodities, services, and tech-
14 nology through centralized contracts
15 established by the office of general
16 services under section 163 of the state
17 finance law, and such recipients shall be
18 deemed for such purpose to be authorized
19 users within the meaning of paragraph k of
20 subdivision 1 of section 163 of the state
21 finance law. All or a portion of the funds
22 appropriated herein may be suballocated to

26 have been in full force and effect on and after April 1, 2024.
