        AN  ACT to amend the mental hygiene law, in relation to establishing the
          adolescent suicide prevention advisory council
 
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
 
     1    Section  1.  The mental hygiene law is amended by adding a new section
     2  41.56 to read as follows:
     3  § 41.56 Adolescent suicide prevention advisory council.
     4    (a) There shall be established within the office of mental  health,  a
     5  council  on  adolescent  suicide  prevention to consist of nine members:
     6  three members shall be appointed by the commissioner of  mental  health,
     7  three  members  shall  be  appointed by the speaker of the assembly, and
     8  three members shall be appointed  by  the  temporary  president  of  the
     9  senate.  The  commissioner of mental health shall designate the chair of
    10  the commission from among these nine members.
    11    (b) Duties of the council shall include, but not be limited to:
    12    (1) Facilitating the coordination  of  services  and  resources  among
    13  agencies involved in the delivery of services for suicide prevention for
    14  adolescents;
    15    (2)  Monitoring the implementation of action plans developed by mental
    16  health agencies via their five year  action  plans  and  yearly  funding
    17  priorities  to  ensure  that  adolescents  at  risk of suicide are being
    18  adequately incorporated and served; and

     1    (3) Determine  services,  resources  and  policies  that  may  further
     2  address  the needs of adolescents at risk of suicide and provide them as
     3  per the required annual reports to the legislature and the governor; and
     4    (4)  Determine services, resources, policies and coordination thereof,
     5  that can assist adolescents of minority  groups,  including  Latina  and
     6  Latino adolescents.
     7    (c)  The council shall prepare and submit a report no later than Octo-
     8  ber first, two thousand eighteen, and annually thereafter, to the gover-
     9  nor and the legislature that recommends policies, legislation, and fund-
    10  ing needed to implement the action plans developed in  response  to  the
    11  need  to  address  adolescent suicide prevention into the state's health
    12  care delivery system.
    13    § 2. This act shall take effect on the sixtieth  day  after  it  shall
    14  have become a law.
