  TITLE OF BILL: An act to amend the executive law, in relation to defining the term "mass shooting" for purposes of emergency response measures and access to emergency funding   PURPOSE OR GENERAL IDEA OF BILL: To define the term "mass shooting" for purposes of emergency response measures.   SUMMARY OF PROVISIONS: Section 1 defines the term, "mass shooting". Section 2 provides the effective date.   JUSTIFICATION: Currently, the term "mass shooting" is undefined in state law. As a result, while certain large-scale shooting incidents are provided substantial attention and resources, other incidents-particularly those in underserved communities where gun violence is frequent-are ignored. This bill seeks to provide a standard and consistent definition of "mass shooting" for purposes of law and resource allocation.   PRIOR LEGISLATIVE HISTORY: New bill.   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS: None.   EFFECTIVE DATE: This act shall take effect immediately.
