  TITLE OF BILL: An act to amend the New York city charter, in relation to the procure- ment limit for businesses owned by women and minorities   PURPOSE OR GENERAL IDEA OF BILL:: To increase the city's discretionary spending threshold to $1.5 million for non-competitive contracts and includes construction.   SUMMARY OF PROVISIONS:: Section 1: Paragraph 1 of subdivision i of section 311 of the New York city charter, as amended by chapter 569 of the laws of 2022, would allows for agencies to make procurements not exceeding one million, five hundred thousand dollars of goods, services and construction from MWBEs without a formal competitive process. Section 2: Sets forth the effective date.   JUSTIFICATION: This increase in discretionary spending by city agencies allows minority and women-owned businesses the opportunity to bid on contracts without the financial and laborious burdens that come with following a formal bidding process.   LEGISLATIVE HISTORY:: New Bill   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS:: None.   EFFECTIVE DATE:: This act shall take effect immediately
