  TITLE OF BILL: An act to amend the public authorities law, in relation to authorizing the dormitory authority to provide financing to SB Clinical Practice Management Plan, Inc. for the construction of facilities   PURPOSE OR GENERAL IDEA OF BILL:: The purpose' of this bill is to authorize SB Clinical Practice Manage- ment Plan, Inc. to be eligible for DASNY financing services.   SUMMARY OF PROVISIONS:: Section 1. Paragraph (b) of subdivision 2 of section 1676 of the public authorities law is amended to add SB Clinical Practice Management Plan, Inc. Section 2. Subdivision 1 of section 1680 of the public authorities law is amended to add SB Clinical Practice Management Plan, Inc. Section 3. Establishes the enacting clause.   JUSTIFICATION: Stony Brook Medicine (SBM) is the brand encompassing Stony Brook Univer- sity's health related initiatives, including education, research and patient care. SBM consists of the University's five (5) health sciences schools, four (4) hospitals, including Stony Brook University Hospital (SBUH) over 200 clinical facilities, the Stony Brook Cancer Center, the Stony Brook Trauma Center, community-based ambulatory healthcare and the Long Island State Veterans Home. For clinical physicians across SBM, Stony Brook University has several physician practice plans, including SB Clinical Practice Management. Plan, Inc (CPMP). CPMP is a not-for-profit corporation providing billing and management services for 17 clinical specialties and a wide range of programs and services supporting the health sciences school and healthcare system. The physicians that belong to CPMP provide care across Long Island and specifically support SBUH as the region's safety-net provider. CPMP has developed with its own financing outside of State capital support the construction of several clinical spaces, including Advances Specialty Care (ASC) facilities in Commack and Lake Grove. These ASC's house multiple specialties under one roof improving patient care and conven- ience. SNBM seeks, to build additional ASCs across the region, partic- ularly in underserved areas, and the financing and construction services that could be provided through DASNY would offer improved opportunities to access capital in the market with lower interest rates.   PRIOR LEGISLATIVE HISTORY:: New bill.   FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS::. None to the state.   EFFECTIVE DATE:: This act shall take effect immediately.
