Requires hospitals to provide information on emergency contraception and, upon request of a rape survivor, emergency contraception to such survivors during emergency treatment; directs the commissioner of health to develop and distribute informational materials on emergency contraception for rape survivors; provides that such commissioner is also authorized to approve similar material from other sources.
