Establishes a memorial award for children, spouses and financial dependants of those deceased as a result of American Airlines flight 587, airbus A300 which crashed into Belle Harbor, Queens county on November 12, 2001, which allows eligibility for such persons to receive an amount equal to the actual annual tuition at SUNY or CUNY, reduced by the amount of any other award or grant from the state received by the recipient.
