"There has to be a process and a way for a constituent who has been forced to spend money, not because of their negligence or wrongdoing, but because of the utility company that in many cases it has been clearly proven that they are responsible and they should not be allowed to get away with this," said Assemblyman N. Nick Perry, who voted in favor of legislation that would hold public utilities responsible for sewage and water pipe repairs when it has been determined that the utility is responsible for damages.
