“In case New Yorkers need another reminder of how dysfunctional the state budget process is, today’s second extender offered more proof. With the April 1^st deadline now a distant memory, New York’s spending plan will be at least a week late with no end in sight. The final state spending plan will be in excess of $252 billion and represents some of the most important work conducted by the Legislature. The persistent lack of timely action, sense of urgency, and transparency is unacceptable.”
