Assemblyman Coltons Bill A-8517 to Require Public Service Commission to Conduct a Study and Report on Time of Use Energy Plans Passes Assembly and State Senate
Assemblyman Colton (D Gravesend, Bensonhurst, Bath Beach, and Dyker Heights) has introduced Bill A-8517 which will direct the Public Service Commission to study and report on time-of-use plans offered by electric and gas utilities. The bill was voted on 07/20/2020 and passed in the Assembly and State Senate and as soon as Governor signs this bill it will become law.
The purpose of this bill is to amend the public service law, in relation to directing the Public Service Commission to conduct a study and report on time-of-use plans offered by gas and electric utilities. The proposed study would provide insight as to whether time-variant pricing could significantly affect savings to certain ratepayers, allowing them to pay lower rates during off-peak hours, while incentivizing reduced usage during peak hours. These areas will promote the commitment to transition into a greener and more renewable energy economy, Colton stated.
As New York continues to pursue aggressive energy goals, this proposed report will explore the tremendous opportunity to achieve greater efficiency using programs and rate structures already in place. The reforming of the Energy Vision (REV) and the initiative will help achieve the Clean Energy Standard (CES). The regulators and market participants are working toward achieving a significant increase in renewable generation capacity by 2030. Measures to increase energy efficiency are a key component of this goal, Colton added.
