McDonough’s School Fiscal Accountability Law Combats Fraud, Restores Trust

  • Ensures each school district in New York will be audited by the state comptroller at least once over the next five years, with $2.9 million set aside in the state budget to pay for the work.
  • Requires each school board member receive six hours of financial oversight and comprehensive internal audit process training so they may combat possible fraud.
  • Requires each school district to establish every five years competitive bid and request for proposal (RFP) processes for selecting companies to conduct annual external independent audits.
  • Each school board must establish an audit committee to work with auditors and school officials during the audit process. The board must provide a formal presentation to the taxpayers when the audit is done.
