Dear Constituent:

Please join me for coffee and bagels and talk about long-term health care at a public forum on Thursday, July 21st, 9:00 a.m., at Cortlandt Town Hall, 1 Heady Street, Cortlandt Manor. After experiencing serious health care issues in my own family, I purchased long-term health care insurance to protect my loved ones from economic harm. This type of insurance is offered by the New York State Partnership For Long-Term Care, which is a public/private endeavor between the state and private insurers. At my July forum, the Partnership will announce three new policies to be available this Fall for those in the lower, middle, and upper income brackets. These insurance plans protect your assets, pay for home health aides and nursing home care, and have state tax incentives. The Partnership plans are a way for the state to reduce its Medicaid costs, which make up some 40% of New York’s budget.

We also will talk about taking charge of our medical treatment in our final hours. The controversy over the Terri Schiavo case, when the courts and government intervened at the end of her life, point out how important it is to clearly state our desires in writing. As New Yorkers, we should have both a living will and health care proxy so that we decide what our final care will be.

Other topics to be discussed at the forum include the rights of those in assisted living and nursing homes. We need to know our patient rights and how to exercise them to get the best care possible for ourselves, friends, and family. Finally, speakers from The Hudson Valley Hospital Center will discuss the latest treatments to reverse strokes and alleviate disabling headaches.

NYS Partnership for Long-Term Care Logo
Robert Barth is the Research Analyst for the New York State Partnership For Long-Term Care. The program combines private long-term care insurance and Medicaid to prepare financially for nursing home or home care. New Yorkers enrolled in this program can protect their assets and be eligible for Medicaid. For those who buy Partnership plans, 20% of the annual premium is deductible from state income taxes. Dr. Cynthia Rudder is Executive Director of the Long-Term Care Community Coalition (LTCCC). The Coalition works to improve care and protect the rights of long-term care consumers, particularly elderly and disabled people. They fight for better conditions in nursing homes and assisted living facilities, and for those who access care in the community. LTCCC works to educate citizens in New York on these issues and advocates for better care in these facilities. Telephone 1-212-385-0355.

Atty. Michael J. Amoruso of Amoruso & Amoruso LLP represents Hospice & Palliative Care of Westchester. The program publishes materials and conducts life-care planning seminars to help people understand the many facets of health care planning. The organization emphasizes the need for a health-care proxy, living will, and do-not-resuscitate order as important documents for everyone to have, not just seniors. Telephone 914-682-1484.

Diane A. Castro, RN, LRT, BS, CCRN, CEN and Laurie A. Moore-Hanley, MBA, MSN, NP-C are Clinical Educators in Hudson Valley Hospital Center’s Nursing Education Department. They will discuss how minutes count when stroke symptoms strike. When having a stroke, there are less than three hours from the first symptom to receive drug therapy that might reverse the stroke. Ms. Castro and Mrs. Moore-Hanley will highlight responding to stroke symptoms.

Dr. Jane Chan is a board-certified neurologist at Hudson Valley Hospital Center. She will discuss how frequent or disabling headaches are many times undiagnosed migraines that require accurate diagnosis and specifically targeted treatment. Dr. Chan will introduce you to the essential facts of chronic recurrent headache and present a roadmap to relief.

Law Scales
The Family Health Care Decision Act (A5406) — This bill amends the public health law in New York and gives authority to decide treatment to family members or those close to patients who are not capable of making their own health care decisions. The bill includes special procedures and standards for decisions about life-sustaining treatments. Contact my office for a copy of this legislation, which is in the Health Committee as of this writing.

HMO Consumers Can Fight Back — The External Appeals Law provides an independent appeal process for reasons of medical necessity for New Yorkers who have been denied health insurance benefits. The law also allows consumers to appeal decisions when a treatment or service is denied because it is considered to be experimental or investigational in nature. Identity Theft: Protect Yourself — Identity theft is becoming the most prevalent and costly financial crime in the nation. If you have closed a credit card account due to fraud and opened a new one, insist on a password-only account. Highway Safety Meeting Open To Public

Changing the design of our roads to increase safety will be the topic of a discussion with a Transportation Safety Engineer of the Federal Highway Administration Thursday, July 21, 2:00 p.m., Cortlandt Town Hall, 1 Heady Street, Cortlandt Manor. Assemblywoman Galef has asked local municipal leaders, highway, police, and other officials to discuss new road design such as larger signs and reflective markings to deter accidents and increase driver awareness.
