Halting the New York "Brain Drain"

Enhancing Higher Education

Our State Universities and community colleges are the foundation of a great education system in New York. However, we must continue to improve our higher education standards to compete with surrounding states and I will support measures that provide students with the incentive to stay, including:

Establishing a Rational Tuition Policy for all SUNY and CUNY schools that provides parents and students the ability to plan for and budget college costs based on a predictable and equitable method. The policy would also restrict SUNY and CUNY from increasing student fees by more than five percent in any academic year and require the state to match revenue generated by any tuition increase.

photo Implementing Loan Forgiveness Programs for high-tech graduates of New York colleges and universities who are employed by New York companies for a specified period. A provision in the New Edison Project would also enact a loan forgiveness program for math, science and engineering majors who choose to work in New York after graduation.

Encouraging Business Growth

As a small-business owner, I understand the importance of lowering the costs of doing business. High costs have led many businesses to flee the state, forcing our young people to follow. I will continue to support legislative measures that will encourage business expansion, including:

Lowering Taxes by restoring the one percent lower tax rate for small business.

Reducing Energy Costs by providing a small business energy tax reduction.

Providing Education Grants and Tax Credits to offset costs to business owners and employees for courses and training necessary for the support and operation of a micro-enterprise business.

Creating Business STAR for property owned by a small business (100 or fewer employees) eligible for the basic STAR benefits to reduce their property tax burden.

photo Retaining Jobs through the creation of the New York State Job Retention Program to provide financial incentives for manufacturing firms that retain jobs in the Empire State.

Building Partnerships between community colleges and BOCES to establish a High-Tech Manufacturing Job Training Program and prepare our workforce for careers in the innovative technology field.
