"A discriminatory bail system that punishes people in poverty, and disproportionally poor people, of course, and people of color, black and brown people, people who I represent as an as 18B attorney in Manhattan criminal court. It is not a problem just for New York City. It's a problem for all of us. Sixty seven percent of the jail population in this state is pre-trial. What it means in lay terms,  is people not proven guilty without reasonable doubt of anything, our constituents, are doing time in jail for things that no jury has weighed in on," said Assemblymember Dan Quart while commenting on the Assembly's 2018-19 budget proposal.
