Assemblyman Stirpe: Law Amending Unemployment Insurance Formula Would Ease Burden on Job Seekers

The uncertainty and fear that comes with the loss of a job, and with it a reliable income, can be absolutely devastating. The unemployment insurance (UI) system exists to ensure individuals and families who have fallen on hard times aren’t left to fend for themselves as they re-enter the workforce, which can be difficult and stressful for individuals whose families rely on them for financial support. While the program has helped many Central New York families, the current system unnecessarily punishes partially employed workers who are just trying to get by.

To right this wrong, I sponsored and passed a bill to amend the formula used to calculate UI benefits, which would help significantly reduce these families’ burdens during trying times (A.446). This new law will help more New Yorkers stay afloat as they search for full-time employment, and I urge the state Senate to pass this long-overdue legislation.

UI provides eligible workers who have lost their jobs through no fault of their own with a temporary income as they actively search for employment. Currently, if an unemployed individual finds work anytime at all during a day, whether it’s one hour or 16 hours, they lose 25% of their weekly UI benefit. This is a major disincentive for these individuals to look for part time work. Employees who work part time have a much better chance of gaining full time employment since employers are able to see that they are both willing and able to do the job. So, getting unemployed individuals on the path toward part time employment hastens their re-entry into the workforce and reduces the pressure on the Unemployment Insurance trust Fund.

As a member of the Assembly Economic Development, Job Creation, Commerce and Industry Committee and chair of the Small Business Committee, one of my main priorities is to reduce unemployment and make sure every New Yorker has the opportunity to succeed. I will continue to find ways to strengthen and develop our workforce and advance policies that help residents find good-paying jobs.
