The EI-Hub is a newly implemented data system designed to streamline operations for New York State's Early Intervention Program (EIP), providing centralized management of child information, provider data, claims, billing, and payments through single sign-on access via the Health Commerce System. While it was intended to enhance efficiency and improve service delivery, the system has faced significant reliability issues since its launch. These problems have disrupted the program statewide, creating barriers for children with disabilities to access the critical services they need, and leaving providers struggling to navigate billing and payment challenges. “The New York State Early Intervention (EI) Program provides critical services to infants and toddlers (birth to three years old) with developmental delays or disabilities, supporting their speech, motor skills, cognitive development and social-emotional growth. This vital program relies on providers, families and local governments working together to ensure children receive the care they need during these crucial early years.
“The recent delays in implementing promised rate increases and ongoing billing issues with the new EI Hub system are putting these essential services at risk. Providers are struggling with financial challenges, while children and families face uncertainty in accessing timely care. The state must act quickly to resolve these issues to support providers and protect the well-being of New York’s youngest and most vulnerable citizens,” said Manktelow.
