Assembly Member Kay’s Statement $10 Million Dollar Capital Grant for EverGreen Meadow Services Residential Treatment Center and Middle School for Girls

Albany, NY The FY27 State budget includes a $10 Million Capital Funding Grant for EverGreen Meadow Services to develop New York State’s first trauma-informed, developmentally appropriate, and culturally responsive residential treatment center (RTC) and middle school for girls across New York State.

Across the state, rates of self-harm, hospitalization, and acute mental health crises among girls have risen alarmingly. EverGreen Meadow Services is uniquely positioned, through their wide network of programming, to address a critical gap in New York State’s continuum of care for girls experiencing significant mental health challenges. In the absence of specialized residential options, many young girls cycle through emergency departments, inpatient psychiatric units, and out-of-state placements – often at higher costs and with poorer long-term outcomes. These capital funds will be used to create the EverGreen Meadow Academy, a boarding school and RTC for middle school girls, grades 6-8 located in the Town of Thompson in Sullivan County within the 100th assembly district.

Assembly Member Kay said, “This investment is a commitment to curbing the ever growing mental health epidemic that we find ourselves in today. Stacey and her team at EverGreen have a proven track record, and this represents the culmination of years of hard work that they’ve done in the state combatting mental health issues. Their programming offered through a variety of schools in Sullivan County is already having an indelible impact on students, and this new RTC and middle school will make even larger differences for young girls and their families all over the state. I’ve advocated for this project since before I was elected, and I look forward to bringing this bold vision, to fruition.”
