Palmesano April ‘Grant Action News’ Update

Assemblyman Phil Palmesano (R,C-Corning) is sending his “April Grants Action News Update” to residents, organizations and local governments about a series of grants available from the state, federal government and private entities. Each month, the Assembly provides an updated list of grants for a variety of categories.

“During a time of economic recovery, grants can play an integral part in helping our local communities complete needed infrastructure repairs or support underfunded projects,” said Palmesano. “Many people don’t realize the scope of available opportunities because they aren’t sure where to look. The ‘Grants Action News’ bulletin makes finding these grants much easier by consolidating the information and making it available to everyone. I hope residents, organizations and local governments throughout the Southern Tier and Finger Lakes regions will be able to use this resource to find much-needed support to strengthen communities in our rural area,” Palmesano said.

All not-for-profit applicants must now prequalify on the NYS Grants Reform website at grantsreform.ny.gov/grantees in order to apply for certain New York state grant solicitations. Potential not-for-profit applicants are strongly encouraged to begin the process of registering and prequalifying immediately as this is a lengthy process.

State Grants

NYS Office of Parks, Recreation & Historic Preservation (OPRHP); Land and Water Conservation Fund (LWCF) Outdoor Recreation Legacy Partnership Program. This federal program enables urban communities to create new outdoor recreation spaces, reinvigorate existing parks, and form connections between people and the outdoors in economically underserved communities. Applications must be submitted to the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) through the Grants Gateway.

NYS Office of Parks, Recreation & Historic Preservation (OPRHP); Field Trip Grant Program. The Connect-Kids-to-Parks Field Trip Grant Program (Connect Kids) is designed to connect students

in New York state with nature and history. Each grant provides reimbursement of up to $80 per

student (and $160 for Special Education students) for field trips to state and federal parks, forests, historic sites, fish hatcheries and outdoor recreation areas.

  • Eligibility: Public schools; county, city, town, or village youth bureaus; schools for the deaf and blind and BOCES programs. Select not-for-profits providing after-school, extracurricular and summer youth programs may also be eligible. Public and private schools that are eligible for Title 1 funding can also apply.

Federal Grants

National Science Foundation; Future Manufacturing. This grant supports the goals of Future Manufacturing in research and education to enhance U.S. leadership by providing new capabilities for established companies and entrepreneurs, by improving our health, quality of life and national security, by expanding job opportunities to a diverse STEM workforce and by reducing the impact of manufacturing on the environment. At the same time, Future Manufacturing enables new manufacturing that will address urgent social challenges arising from climate change, global pandemics and health disparities, social and economic divides, infrastructure deficits of marginalized populations and communities and environmental sustainability.

US Department of Agriculture, Rural Business-Cooperative Service, Rural Innovation Stronger Economies (RISE) Program. These funds will provide support of innovation centers and job accelerator programs that improve the ability of distressed rural communities to create high-wage jobs, accelerate the formation of new businesses and help rural communities identify and maximize local assets.

US Department of Agriculture; Beginning Farmer and Rancher Development Program. These funds will help beginning farmers and ranchers in the U.S. and its territories enter and/or improve their successes in farming, ranching and management of nonindustrial private forest lands through support for projects that provide education, mentoring and technical assistance.

  • Eligibility: Applications may only be submitted by a collaborative state, tribal, local or regionally based network or partnership of qualified public and/or private entities. These collaborations may include the following entities: State Cooperative Extension Services; federal, state, municipal or tribal agencies; community-based organizations (CBOs); nongovernmental organizations (NGOs); junior and four-year colleges or universities or foundations maintained by a college or university and private for-profit organizations.

Private Grants

Gloria Barron Prize for Young Heroes. The Barron Prize honors 25 outstanding young leaders ages 8 to 18 who have made a significant positive difference to people and the environment; and 15 top winners each receive $10,000 to support their service work or higher education. To that end, awards will be given to those who have: demonstrated positive spirit, courage, intelligence, generosity and high moral purpose; shown initiative, tenacity and unselfishness in pursuit of their goals; and accomplished something with inspirational value— something that could inspire others to make a difference or do more than survive a difficult personal challenge.

  • Eligibility: Between the ages of 8 and 18. Permanent residents residing in the U.S. or Canada. Currently working on an inspiring service project or have done so in the past 12 months. Working as an individual to lead their service work.

New York Foundation for the Arts; Environmental Art Grants for Women. The New York Foundation for the Arts will provide grants to support environmental art projects led by women- identifying artists in the U.S. and U.S. Territories that inspire thought, action and ethical engagement. Projects should aim to engage an environmental issue at some scale, and proposals should illustrate thorough consideration of a project’s ecological and social ethics.

  • Eligibility: Must be a woman-identifying artist. Must be 18 years or older on or before February 21, 2023. Must be the project lead. Must reside in the 50 states, a Tribal Nation, U.S Territory or District of Columbia. Must be a U.S. Citizen, permanent legal resident, or 0-1 Visa holder. Cannot be enrolled in a degree-seeking program of any kind. Can be a past recipient of any NYFA or AWAW grant programs. Can accept additional funds from other donors. Cannot beNYFA and AWAW employees, members of the NYFA Board of Trustees or Artists’ Advisory Committee and/or an immediate family member of any of the above.

Simons Foundation Autism Research Initiative (SFARI); Human Cognitive and Behavioral Sciences Award. The Human Cognitive and Behavioral Science Award prioritizes research that produces foundational knowledge about the neurobehavioral differences associated with autism spectrum disorder (ASD). SFARI has a strong interest in developmentally focused studies in areas that include, but are not limited to, communicative, social and ritualistic/stereotyped behavior, as well as sensory and motor function. SFARI also recognizes the importance of function domains, such as attention, learning and memory and sleep in influencing core ASD diagnostic domains. While applications may propose laboratory-based measures, SFARI is especially interested in real-world, scalable and quantitative measures of behavior (e.g., wearable devices and other methods of digital phenotyping).

  • Eligibility: Applicants must hold a PhD, MD, or equivalent degree and have a faculty position or the equivalent at a college, university, medical school or another research facility. Applicationsmay be submitted by domestic and foreign nonprofit organizations; public and private institutions, such as colleges, universities, hospitals, laboratories and units of state and local government and eligible agencies of the federal government.

Scholar Awards

Electronic Security Industry (ESA); Youth Scholarship Program Supporting Children of First Responders. ESA’s Youth Scholarship Program has contributed more than $828,500 in college scholarships to students throughout the nation whose parents serve as police, firefighters, paramedics and EMTs in local communities. Students should apply directly to their participating state (where their first responder parent serves). Winners from each state and the first round ESA award will be automatically considered for an additional national ESA Scholarship of: $12,000 first place and $4,000 for second place.

College Scholarships for those Seeking a Career in the Grocery Industry. The National Grocers Association (NGA) Foundation is committed to supporting students planning careers in the independent grocery industry. Since 1990 NGA and its affiliates have awarded over $1 million in scholarships, providing the critical resources needed to invest in our future leaders. Scholarships are available to rising college freshmen through postgraduate studies.

  • Eligibility: Must be enrolled at the time of disbursement to be considered. must be enrolled in a U.S. or 4-year-degree-granting institution (including relevant postgraduate studies). Must be majoring in Business, Food Management, Accounting, Human Resources, IT or other focus leading to a career in grocery. Should have experience in the grocery industry (not required).
